This risk must be personal and specific to the individual—not something faced generally by others in the country. For example, general crime or economic hardship alone is usually not enough unless there is a targeted, individualized threat.

Canada’s asylum system has undergone reforms to improve efficiency and decision-making timelines. These include faster processing for certain countries, the introduction of an appeal process through the Refugee Appeal Division, and stricter timelines for decisions and removals.
